The results of the apartment selection phase conducted on 30.03.2022 via the Affordable Housing System were revoked

As informed, as a result of the investigations carried out based on the request by the State Housing Development Agency of the Republic of Azerbaijan to the State Security Service in connection with the cases of illegal meddling by outsiders with the apartment selection process via the Affordable Housing System conducted on 30.03.2022 on 442 apartments in the second phase of the Yasamal Residential Complex,  another project of the Agency, citizens of the Republic of Azerbaijan E.E.Mammadov, R.A.Hajiyev, F.I.Huseynov, Y.I.Latifzadeh, T.T.Abdullayev, C.F.Mammadov, etc. were detained.

E.E.Mammadov, R.A.Hajiyev, F.I.Huseynov, Y.I.Latifzadeh, T.T.Abdullayev, C.F.Mammadov etc. were made accountable for  the criminal case initiated by the State Security Service in connection with the fact under Articles 273.3.1 and  273.3.2 of the Criminal Code (repeated pre-arranged illegal meddling in a computer system and computer data by a group oflike-minded people). It was established by the investigations that these personsin separate groups, being in agreement with each other beforehand, by applying specially prepared or adapted software, secured  a speedy apartment selection process by interfering in the apartment selection process, with the objective of ensuring that the users of the Affordable Housing System who had appealed them acquire apartments on preferential terms by illegal ways against material benefit paid them by said users, which resulted significant damage by restricting citizens’ chance of acquiring an affordable apartment on general and equal grounds and interfering with ongoing activities of the relevant state bodies. 

The Affordable Housing System is providing centralized electronic services to citizens to nationals for acquisition of apartments being at the disposal of the Agency on preferential terms with the purpose of creation of equal conditions for those willing to acquire apartments, simplification of the selection and acquisition procedure and to ensure transparency and efficiency while processing the individuals’ applications. 

Taking into consideration that the cases established as a result of the abovementioned investigations violate basic working principles of the Affordable Housing System, a decision was taken to revoke the results of the housing selection process conducted on 30.03.2022. 

With a view to ensuring that selection of apartments being at the disposal of the Agency is conducted on just, transparent and equal conditions, the selection of 442 apartments in the 2nd phase of the Yasamal Residential Complex will be conducted anew. The public will be informed of the date on which the apartment selection process is scheduled to take place.
