The first international conference on proxy wars was organized
Within the framework of the 100th anniversary events of the national leader Heydar Aliyev, the Baku Security Forum on “Joint combat against the destructive activity of proxy networks" was held under the organization of the State Security Service (SSS), where representatives of the security and intelligence agencies of more than 20 foreign countries were represented.
The Chief of the State Security Service, Colonel-General Ali Naghiyev, who
declared the event open with his introductory speech, warmly welcomed the
guests and voiced the address of the President of the Republic of Azerbaijan
Mr. Ilham Aliyev to the conference participants.
Colonel-General Ali Naghiyev highlighted that proxy wars as a
new-generation war method that excludes the use of direct military force, are
means of penetrating or influencing the security of countries, and that the
activity of proxy networks is of a provocative nature aimed at disrupting the
stability of the states by some terrorist groups, radical-extremist and
separatist forces committing terrorist acts and other criminal actions that can
cause fear and panic among the population, creating feelings of hatred and
enmity among people, manifasting in cybercrime and other forms.
General-Colonel Ali Naghiyev, who emphasized the importance of combining
the efforts of countries in the fight against the threats caused by the
disruptive activities of proxy groups, expressed his belief that the Baku
Security Forum will be a successful start for this, and that the discussions to
be held within the conference and the proposals to be made here will create a
favorable basis for the effective organization of joint cooperation.
After that, a video about proxy networks was demonstrated, then the leaders
of the foreign delegations gave extensive reports on the subject and the
speeches about the negative manifestations within the international security system. They talked
about the importance of the event dedicated to the destructive activity of
proxy networks, which is one of the current problems of the modern era, and
expressed their confidence that the event held for the first time on this topic
and will make an important contribution to the development of interstate
relations in the field of security.
At the end, the initial version of the Declaration, reflecting the position
of all the participants of the international conference, was presented to the
partner countries for opinions and suggestions and a decision was made to continue holding such forums in future as a
sign of respect to the dearest memory of the Great Leader Heydar Aliyev, the
honorable and eternal head of the security agencies of Azerbaijan, who devoted
most of his meaningful life to the service of these agencies.
