The Baku Security Forum has been presented to the international community at the UN.
On June 29–30, 2026, the Fourth High-Level Conference of Heads of Counter-Terrorism Agencies of UN Member States was held at the United Nations (UN) Headquarters in New York, USA, within the framework of the Fourth UN Counter-Terrorism Week.
The Republic of Azerbaijan was represented at the event, which was dedicated to the review of the UN Global Counter-Terrorism Strategy and related matters, by a delegation comprising officials from the State Security Service (SSS) and the Ministry of Foreign Affairs.
On June 29, 2026—the opening day of the High-Level Conference—a reception and presentation ceremony on "Strengthening International Counter-Terrorism Cooperation: Perspectives of the Baku Security Forum" was held at the UN Headquarters.
The prestigious event, attended by senior officials from leading international organizations and counter-terrorism agencies, featured speeches by Alexander Zuev, UN Assistant Secretary-General for Counter-Terrorism, and Tofig Musayev, Permanent Representative of the Republic of Azerbaijan to the UN.
Subsequently, Hasan Mansurov, Deputy Chief of the SSS and Member of the Organizing Committee of the Baku Security Forum, delivered a comprehensive presentation on the Baku Security Forum and its operational platform—the Counter-Terrorism Information Exchange System (CTIES)—providing detailed insights into its current status and future prospects.
The presentation emphasized that the statement by Mr. Ilham Aliyev, President of the Republic of Azerbaijan—"Baku is no longer just an energy and transport hub, but also a venue for global security discussions"—holds significant importance for fostering a collaborative environment.
Furthermore, noting that the Baku Security Forum is anchored in the UN principles of international security, Hasan Mansurov highlighted that the institution has rapidly evolved into a crucial platform uniting security and intelligence services around shared objectives. In this context, it was stated that a permanent Secretariat has been established for the Baku Security Forum, which encompasses over 150 security and intelligence agencies from more than 100 countries, and that ongoing measures are being taken toward its legal-institutional development and eventual transformation into an international organization.
Following the screening of a promotional video on the activities of the Baku Security Forum, the event concluded with performances of the traditional "Yalli" and "Azerbaijan" dances by the pupils of the "Menim Yolum" (My Way) Children and Youth Development Center, followed by bilateral business meetings among the participants.
